you might be looking at the "size on disk" which is always bigger than the actual file size.

Yes, depending on the file system you used when you formatted your drive files will have different sizes. If the file system uses 32kb chunks then a file, no matter what the size as long as it is below 32kb will take up 1 chunk, that is 32kb. A file that has a size of 33kb will take up 64kb.
Most file systems don't use such large chunks though. And I know my terminology is not correct.
Life before FAT32/NTFS/HFS was annoying. Especially FAT16.
