    What's better?

    Oak Sage
    Twister
    Tornado
    Hurricane

    or

    Cyclone armor
    Twister
    Tornado
    Hurricane

    or

    Oak Sage
    Cyclone Armor
    Tornado
    Hurricane

    any thoughts?

    any other ideas?

You want some points into cyclone armor, but overall, your first choice is best.

this link also has a good advice about a Wind druid build

he's got an awful lot of stat points with 5 things maxed, I'd still say cyclone armor is the least important, though warrants some investment. twister nets more damage synergy, cyclone only adds time to hurricane if I remember right.

I did lots of testing with the Druid in the beta 1.10 patches. I could never get the Druid's offensive skills to be effective enough to be viable in hell difficulty, no matter what items I used.

Wind druids can be very powerful, but you are still subject to cold immunes.

At least tornado will help with that, and there are less physical immunes

Granted you can't walk through Hell with a Wind druid like you can a Hammerdin, but they can be a fun and effective build.
